NYC commercial cargo bike rules: what businesses should know
Hudson Shipping Co is a Brooklyn cargo bike courier. This guide summarizes how NYC regulates commercial cargo bikes so you can ask the right questions of any delivery partner. It is general information, not legal advice.
Where the rules come from
The New York City Department of Transportation (NYC DOT) runs the city’s commercial cargo bike program and sets rules for pedal-assist commercial bicycles. Always check the current rule text before you rely on any summary, including this one.

The program in brief
According to the FHWA case study, NYC DOT’s Freight Mobility Unit began testing a commercial cargo bicycle pilot in 2019, with goals to reduce congestion, improve safety and cut greenhouse gas emissions. The pilot launched with 100 pedal-assist cargo e-bikes and later grew to over 350. The program moved from a pilot to an ongoing program in 2022. Participants attended safety training provided by city staff, and the city provided cargo bike loading spaces.
Bike size and motor rules
NYC DOT’s 2023 and 2024 actions authorized larger pedal-assist commercial bicycles. As summarized in DOT’s materials, the rule covers pedal-assist commercial bicycles up to 48 inches wide, with a motor that assists only while the rider pedals, and has no throttle. DOT also created a curb designation for commercial bicycle loading.
Check the sources above for the exact width, length, height, wattage and speed limits in the current rule.
Where cargo bikes load and park
The FHWA case study describes dedicated cargo bike corrals and loading zones for pilot participants. DOT’s rule also provides for curb space designated for commercial bicycle loading. Cargo bikes should not be parked on sidewalks.
What to ask a delivery partner
- Do your bikes comply with NYC DOT’s current pedal-assist commercial bicycle rules?
- How do you train and equip riders?
- What happens in rain and snow?
- Can I see tracking and proof of delivery?
- What can your bikes carry, and what do they not?
At Hudson Shipping Co, our fleet is 100% electric pedal-assist. We run the enclosed Venture (13 ft³ box, up to 400 lb per trip) and the open Flatbed (16 ft² load area). We ride in rain and snow, and every delivery has a live tracking link and proof of delivery. See the fleet page.
What this means for your business
If you hire a courier, the courier is responsible for operating within the rules. Ask them to explain how. If you own bikes yourself, read the DOT rule text and talk to a lawyer where needed.
Not legal advice
This page is a general summary of public sources. Rules change. Do not rely on it for compliance decisions. Consult NYC DOT and a qualified professional.
